I thought I had an idea for your rule but Hong Kong is not a nation.
It is a Special Administrative Region. Further, the Hong Kong SAR is less than 50% islands.

Sometimes the only way to learn about what goes into a grouping is to find out what does not.
Why might a puzzle poster object to how I added possible members to the groups?

Viewing and searching of historical data will still be supported as it is done today. -------------------- omg!!! i stll don't have any idea what to do when this dreaded date 2-22 approaches!!!
